The BDCA has been signed with China. How do you see it?
The recently concluded Border Defence Cooperation Agreement (BDCA) on 23 October 2013 is in continuum of existing agreements and protocol. The scope of the Agreement caters for enhancing mutual trust and understanding. The Agreement also encompasses measures for speedy resolution of issues along the Line of Actual Control (LAC), thereby ensuring maintenance of peace and tranquillity along the LAC.

As we all are aware, there are areas along the India-China border where both sides have differing perceptions of the LAC and both sides patrol up to their respective lines of perceptions. Tactical level issues arising from the differing perception of LAC are resolved through well-established mechanisms, wherein deliberations are guided by provisions of agreements and protocol in vogue.

The Line of Control (LC) is silent after the flare up in August. What is the army’s assessment?
Ceasefire violations along the LC witnessed a spike, post the 6 August 2013 incident, both in numbers and in intensity. Our units deployed along the LC, had retaliated appropriately and in a professional manner. The local Commanders, who are the best judge of the situation, have full freedom of action to deal with such situations at the tactical level.

The situation has improved after the director generals of military operations (DGMOs) of India and Pakistan spoke on telephone on several occasions to resolve contentious issues along the LC/International Border (IB) in Jammu and Kashmir. Post the talks in October 2013, tensions along the LC including the number of ceasefire violations, had considerably reduced. As you know the DGMOs have also met at Wagah on 24 December 2013, wherein, both sides have decided to maintain ceasefire and strengthen existing mechanisms.
