Chief of Army Staff General Bipin Rawat held his first formal press conference on the eve of the Army Day on 13 January 2017. Here are the highlights as culled from the media reports:

›› On the proxy war being waged by Pakistan, he said: ‘We are willing to walk the extra mile and go beyond our mandate for the safety of our people…’ He added that if offer of peace to the adversary is not accepted then surgical operations will continue.

›› Publicly confirming the ‘Cold Start’ doctrine, he said Cold Start is Indian Army’s operational plan to rapidly mobilise infantry and armour to launch lightning strikes across the plains and deserts of Pakistan.

›› On the insurgency in Kashmir he said, ‘The proxy war and terrorism are affecting the secular fabric of the nation’. He added that the present situation in J&K should be reversed to the pre-1989 state ‘where all people live in harmony’. He assured the assembled media that the army will find the centre of gravity of insurgency and control the situation with the synergised efforts of security forces.

›› On the ‘Sahayak’ system which has been criticised by Lance Naik Yagya Pratap Singh on social media, he said that it is an important part of the army but he is in talks with the government to look at the possibility of doing it away in peace stations. ‘The concept behind this system is that when going for an operation, while one soldier moves the other fires in support. Every army officer has a buddy who is a sahayak. He takes care of the officer and the officer takes care of the buddy.
