The focus has shifted from tactics to operational level of war

Chinese warfare strategy is meant to optimise the People’s Liberation Army’s (PLA) operational level of war to fulfil sought roles and missions. This requires military reforms to balance advances in technology or the science of war with the Higher Defence Management (HDM) or the art of war.

While a war is fought at three levels, namely, strategic, operational and tactical, the outcome is decided at the operational level. The operational level of war deals with campaigns and major operations, while tactical levels are about battles and engagements. As the rule, a strong strategic level generates an equally strong operational level.

In order to strengthen the operational level of war, a senior PLA officer told me that all officers above Colonel and equivalent rank concentrate on understanding the operational level of war, leaving tactics to junior officers. This requires knowing one’s own and other services’ core competencies, through staff and field postings at various levels for joint-operations. Successful joint operations are necessary for robust operational level preparedness.
